State Rep. Josh Shapiro, D-153, wants Pennsylvania to be ready to implement the federal health-care reform measures when they filter down to the states. State Rep. Kate Harper, R-61, thinks the state should wait and see how the Patient Protection and Affordable Care Act of 2010 plays out before taking any action.
